All 29 passengers on board an Embraer en route from Cincinnati to Detroit died when the aircraft crashed during a snowstorm last January. The FAA also proposed Monday that changes be made in the aircraft's flight manual to include instructions on how to activate ice detectors and information on operating an Embraer in icy conditions.
