The U.S. Department of Agriculture is observing Earth Day with a $495,000 grant and a $160,000 loan to help construct a sewer system for the town of Leeds.

Agriculture Secretary Dan Glickman has notified Mayor Melvin Evans of the action that is one of 43 projects in 31 states where the agency is providing money to build, improve or expand public water and sewer systems.
