Employers frequently changing insurance carriers because of the competitive market in the workers compensation insurance field are causing problems for the State Industrial Commission.

If a person is injured and the employer is covered by one insurance company, a question arises over who should provide medical benefits and temporary total disability benefits if the insurance carrier is changed.State Industrial Commissioner Colleen Colton said the commission's goal is to have the benefit payments proceed so the injured worker isn't adversely affected.

Instead of the commission's Workers Compensation Advisory Council supporting the rule proposed by Joyce Sewell, director of the Industrial Accidents Division, Commission Chairman R. Lee Ellertson appointed a committee to study the issue because there is conflict.
