The center, which is under federal and state sanctions after a patient was strangled by restraints in her bed two weeks ago, will continue to operate under a conditional license.Dennis McFall, the state's veteran nursing home coordinator, will take over operations of Rosewood Terrace on Monday.

Appointed by Rod Betit, health department executive director, McFall can hire or fire personnel and oversee training and staffing issues.

He will have "complete operational responsibility," said Ross Martin, department spokesman.

Department spokesman Ross Martin said staff from his department as well as staff from the state ombudsman for long-term care will continue daily visits to the facility.
