The House has approved a non-binding resolution saying President Clinton and Congress should give a higher budget priority to educating children with disabilities.

Democrats went along with the resolution, which passed by a voice vote Tuesday after backers made the language less partisan. Republicans sought the resolution as ammunition against Clinton's request for new federal spending on building schools and hiring teachers and to show their concern for education, a priority for voters in this election year.
