Food vendors won a round in their fight to remain a part of New York City's crowded streets, as a city panel voted to reconsider its decision to ban pushcarts from 144 Manhattan blocks.

Mayor Rudolph Giuliani had made the vendor restrictions the latest aspect of his campaign to improve the quality of life in the city. But the plan led to a protest by vendors and caused an outcry from New Yorkers used to a cheap and fast lunch, like a $1 hot dog.Giuliani said Wednesday the Street Vendor Review Panel was rethinking the plan to make sure it's "a sensitive one" capable of holding up in court.
