South Korean Marine Col. Kwon Kyung-won watches the towing of a North Korean submarine off the eastern coast of Korea, 124 miles east of Seoul, Tuesday. The sub sank just short of the base while being towed. The vessel was captured Monday after it became entangled in a fishing net. Despite tough talk from the military, an aide to South Korean President Kim Dae-jung said the sub's incursion would not sidetrack the government's efforts to reach out to North Korea.
