Gen. Colin Powell has turned down a nomination for the Harry S. Truman Good Neighbor Award for the third time, saying he will not have time next year for ceremonies honoring the president who integrated the armed forces.

The award, in its 47th year, is given by a group initially formed by friends of the late president from Independence, Mo. Ceremonies are held in May around Truman's birthday.Will Powell be invited again?

"No, this will be the last time," said Margaret MacDonald, executive director of the group. "Obviously, there could be other reasons why he doesn't come."

MacDonald read from a letter written by Powell this month, saying he was just starting to prepare his remarks for a speech he is to give at the Truman Library in July. "My schedule is overwhelmed," Mac-Don-ald read.
