JERUSALEM (AP) -- Palestinian leaders demanded Saturday that Israel proceed with a troop pullback from the West Bank that was to have taken place last month under the Wye River peace accord.

Israel called off the promised withdrawal, citing what it said were Palestinian violations of the accord. The Palestinians deny violating the agreement and say they will not meet new terms demanded by Israel.Seeking to step up outside pressure on Israel, Yasser Arafat's government sent a letter Saturday to U.S. peace envoy Dennis Ross and representatives of 94 other countries complaining about Israel's suspension of compliance.

Top Palestinian negotiator Saeb Erekat's office said the letter calls on the international community to "take responsibility toward the peace process and put an end to the freeze."

In a statement, Erekat pointed out that the entire accord was to have been implemented by the end of January.

In the divided West Bank town of Hebron, meanwhile, several dozen Palestinian teenagers threw stones and empty bottles at Israeli troops enforcing a curfew. The troops did not respond.
