Regency BlueCross BlueShield has named Dr. Philip Bryson to be assistant vice president and medical director. He joins vice president Dr. S. Keith Petersen in overseeing such areas as utilization management, provider network development, and claims administration and review. Bryson was in private practice for 15 years in Bountiful before joining CNA Insurance in Chicago as medical director and most recently was national medical director for United HealthCare.

Joseph Joyce, a shareholder in the Salt Lake law firm of Strong & Hanni, has been appointed Utah state representative in the 22,000-member Defense Research Institute, the nation's biggest association of civil litigation defense lawyers. Joyce is the immediate past president of the Utah Defense Lawyers Association. In his practice, he focuses on personal defense litigation and has handled more than 200 cases resulting in settlement or summary judgment.

Max Meng has been elected vice chairman by the public affairs and government specialists of the Public Relations Society of America. The professional organization represents 20,000 members. Meng also currently serves as president-elect of the International Association of Latter-day Saint Public Relations Professions, which is sponsored by The Church of Jesus Christ of Latter-day Saints. He will serve as that organization's president in 2000.
Twin Hotel Development has hired Tim Estes as the new general manager of the Perry Hotel in downtown Salt Lake City. The hotel has just undergone a restoration. Estes has extensive experience in hotel management.
