Doug Richards, a broker with Mansell Commercial Real Estate Services in Midvale, has been installed as the president of the Residential Sales Council, a non-profit affiliate of the National Association of Realtors. He has been in the real estate industry for 20 years.

Cynthia Maw has been hired as vendor/customer relations and will take on two marketing programs for www.townof tumbleweed.com, a Salt Lake-based, Western-theme online catalog. Maw formerly was president and owner of High Country Car Rental.

J. Stephen Flitton, president and executive director of Utah Local Governments Trust, has been nominated by the National League of Cities Risk Information Sharing Consortium's board of directors to fill a board vacancy. The term he will serve extends from November 1999 to November 2001.

Christopher Trujillo has joined the law firm of Durham Jones & Pinegar. He will focus his practice on partnership and corporate taxation, estate planning and general business.

Publicis Dialog, an integrated marketing communications company, has promoted Rob Pyper to senior principal account supervisor, which will include overseeing Publicis retail division as well as Publicis technology. Accounts include Idahoan, Zions Bank, Deseret Book, Utah Dairy Commission and Pizza Hut. Publicis Dialog also promoted Craig Taylor to senior principal managing director of the advertising division. He will be responsible for the management of UnitedHealthcare, the agency's largest account.

There have been some personnel changes at Persons Behle & Latimer with the addition of five attorneys. Geoffrey Mangum, formerly vice president of corporate transactions at American Stores Co., will focus his practice on real estate law. Sandra Weeks will concentrate her practice on civil litigation. John Delaney is an associate in the litigation department with a focus on commercial, trademark and environmental litigation. J. Martin Tate will concentrate on corporate, securities, tax and entertainment law. Rodger Burge will focus his practice on tax, securities and corporate law.

There have been some personnel changes EURO RSCG Dahlin Smith White Partners (DSW). Recent hires and appointments include Nathan Watson as an interactive account manager; Terell Taggart as production designer; Jarrod Weeks as an assistant account manager; and Kim Grob as a copywriter.

Pinnacle Mortgage has appointed Jenny Lloyd to be a loan officer at its Park City office.

Colleen Bryant has joined Employer Solutions Group of Provo as an account executive.

FORTHGEAR, a full service design corporate brand imaging firm, has appointed David Hilliard to the position of sales associate. He has previous experience in marketing, sales and administration.

Donnell Spencer of Richfield has been elected to the board of directors of the Western Farm Credit Bank. Spencer, who raises alfalfa and livestock, is president of Spencer, Inc. and is a member of the Utah Production Credit Association's board of directors.

Albert Manzi has been named general manager of The Daily Herald newspaper in Provo, effective Dec. 6. He will oversee all business operations. He joins the paper from The Times Leader in Wilkes-Bare, Pa., where he was senior vice president of marketing.

Sharon Scott, the owner of Education Systems and the Center for Travel Education, has been elected vice president of the International Society of Travel and Tourism Educators. The Sandy-based Education Systems publishes travel textbooks and programs simulated airline reservations systems that are used by more than 1,000 travel schools throughout the world.

Farmington-based Click4Staff has promoted Mark Hyder to area manager of operations in Utah and Wyoming. He has been an area rehabilitation services manager of Click4Staff in its former incarnation as Alta Therapies. In his new job, Hyder will be responsible for supervising the temporary and permanent employees that Click4Staff sends to health care clients in the region, and will help develop business through new contracts and agency acquisitions.

Western Bank, the commercial banking division of Washington Mutual, has appointed Sheila Spangler as manager of its Redwood Road business banking center. She will be responsible for business development and management of various types of commercial business loans, deposits and cash management services. Western Bank operates more than 60 offices in Utah, Oregon, Washington and Idaho.
