CICERO, Ill. (AP) -- The town once known as the heart of Al Capone's bootlegging empire is now the first municipality in the state and perhaps the nation to be "slammed" by a long distance phone company.

Cicero officials said their long distance service on 100 of their phone lines was switched from AT&T to MCI WorldCom without its authorization."I've never heard of a City Hall being switched," said Cleo Manuel, a spokeswoman for the National Consumers League, which monitors phone-company practices. "The last thing a long-distance company wants is to anger anybody in a legislative position."
