By the 1960s, most rational people were aware that those nations capable of making nuclear weapons had stockpiled enough to destroy the world many times over. Talks began kas to how the proliferation could be curbed. Cartoons such as that above showed the difficulties -- no one wanted to be first to give up the weapons that gave them a strategic edge.
