The executive director of the Utah Department of Commerce will retire at the end of the year.
Douglas C. Borba announced his retirement Nov. 27, effective Dec. 31. Gov. Mike Leavitt appointed him to the post in May 1995.
Borba, 59, oversaw implementation of the department's online services, retooled customer service programs and helped develop Utah's digital signature program.

He also pioneered the concept of portability of professional licensing, which led to a compact among several states allowing nurses to practice in participating jurisdictions with a single license.
