Tom Hodgson, Randy Gatton, 26, and a friend were riding motocross cycles southeast of the Eagle Mountain area Tuesday at approximately 7 p.m. when Gatton came to the top of an incline that led to the open shaft.

An annexation of 7.9 acres approved Tuesday will open access from the new city ball park to 400 North, Mayor Dale R. Barney said.

"We've been waiting a long time" for a developer to build a connecting road, Barney said. Developers Richard Morley and Jeff Hughes will be required to build the road through their property as it develops into a residential community, he said. The road will likely become 630 West and will connect 100 South to 400 North.

The City Council also approved a zone change and preliminary plat map for Aspen Meadows, an 109--lot subdivision on 40.28 acres at 1750 South and 1400 East. The zone change will allow the smaller lots the development needs. Developers are John Smiley and Bruce Hall.
