WASHINGTON (AP) -- Baltimore Public Schools and lawyers for special education students suing the district agreed Monday to streamline a laundry list of demands, bringing a 16-year-old lawsuit closer to an end.

The agreement, which focuses less on paperwork and more on measurable results such as test scores and graduation rates, offers the best hope to date of ending the dispute, said federal appeals Judge David Tatel, who mediated what he called a final step toward resolving the 1984 lawsuit over the lack of resources for special-education students.
