A bill cutting taxes for millions of married couples beginning this year won final House passage Thursday, and Republicans urged President Clinton to reconsider his veto threats and sign it into law. With 51 Democrats and all Republicans in favor, the vote was 271-156 to send the compromise bill to the Senate, which was aiming to quickly follow suit and dispatch the legislation to the White House. Democrats said the bill was still far too expensive, but Republicans said it amounted to pennies on every dollar of the huge projected budget surplus.
