PAYSON — An annexation of more than 100 acres has won City Council approval and sets the stage for more housing in the growing south end of town.

Majority property owner for the annexation between Payson and the hamlet of Spring Lake is Jim Mower, city administrator Andy Hall said. The Mower family has owned the acreage for decades, Hall said. Most of it is still being farmed.

The council on Wednesday also approved a development plan that shows as few as 350 homes could be built, or as many as 500, Development Services director Glade Robbins said. A special improvement district will likely be needed to develop the main roads into the area. Interior roads and lots could be developed by the property owners or other developers, he said.

The annexation was two years in the process. As many as half dozen more property owners south of the Mower property wanted to be included in the annexation, Hall said, but they never applied.

"The Mowers didn't want to be held up," Robbins said.
