WEST PALM BEACH, Fla. (AP) — A former Honduran military officer who was deported in January after admitting involvement in the kidnapping and torture of guerrillas in Honduras during the 1980s was charged with illegally re-entering the country, officials said.

Juan Angel Hernandez Lara, 37, was arrested outside a restaurant Wednesday, said Immigration and Naturalization Service spokeswoman Patricia Mancha.

Hernandez Lara first came to the United States illegally in 1989 and applied for political asylum, saying he feared persecution if he was returned to Honduras. The INS rejected his asylum request, but it took 11 years for his appeals to be exhausted.
