Kiva, a Utah company that provides Oracle-based software and services for local governments, announced Thursday that it plans to merge with Accela Inc., which is headquartered in South San Francisco.

Financial terms of the deal, which still requires the approval of both companies' boards of directors, were not disclosed.

Keith Blake, Kiva chairman, said the combined company will keep the Kiva Systems Inc. name, but it will be headquartered in California. Kiva is not planning any job cuts, Blake said. All of the company's 30 employees are in Utah.

Accela, which provides services and solutions for businesses, professionals and government agencies in the land-use, building and construction market, will work with Kiva in coming months to find ways to increase value and decrease costs for both companies, according to a press release. The merged company will continue to offer both companies' products and services.
