SHARE BYU graduate is appointed top Qwest official in Utah

Robin Riggs has replaced Ted Smith as the top Utah official for Qwest Communications International Inc.

Riggs will be acting Utah vice president for policy and law. He has served as the Utah director of public affairs for Denver-based Qwest.

Riggs, who received a law degree from Brigham Young University, held positions in the Legislative General Counsel's Office in Utah from 1982 to 1992, when he became general counsel to Gov. Mike Leavitt. He left in 1997 to join a private lobbying firm before joining Qwest in 1999.

Smith has officially retired but will continue to help the company gain regulatory approval to re-enter the interstate long-distance business. An attorney, he joined Qwest's predecessor, US WEST, in 1978, focusing on regulatory issues. He became a vice president in February 1997.
