ST. PAUL, Minn. (AP) — State economists and budget forecasters are trying to factor in effects of the terrorist attack in New York and Washington for a Minnesota budget projection due in November.

During the Persian Gulf War, tax revenue shrank 6 percent. Another 6 percent decline in revenue now would leave the state with a deficit of $1.6 billion over the next two years, ending the run of budget surpluses, forecasters said.
