LOS ANGELES — A man suspected of killing two of his cousins in 1999 was arrested in Mexico City and faces extradition to the United States, prosecutors said.

Juan Manuel Casillas, 22, was arrested Tuesday at a gas station by Mexican authorities after receiving a guarantee from Los Angeles prosecutors that they will not seek the death penalty if the suspect is extradited. Mexican authorities will not extradite suspects who face the death penalty.

Casillas is accused of killing his cousins, Jessica Yvette Zavala, 15, and Olivia Munguia, 17, as they walked to school in June 1999. Authorities believe he fled to Mexico soon after.
