WASHINGTON (AP) — California will retain the right to regulate pollution from lawnmower motors and other small engines under a deal reached Saturday by congressional negotiators.

Other states still won't be able to set separate standards and will have to abide by federal rules, which are more lax than California's.

The exception for California was a compromise between that state's lawmakers and Sen. Kit Bond, R-Mo., who argued the regulations would hurt manufacturers and cost jobs.
