Utahns mobilizing

Ask Lt. Col. Brad Blackner to describe the impact of mobilizations for a possible war with Iraq, and he has a succinct reply. "There's not a lot of people around Draper headquarters anymore."

Defense Department figures show that as of March 19, 212,617 National Guard and Reserve members had been mobilized. Based on recent census reports that show Americans number 281,421,906, out of every 100,000 residents, 75 have been called up to active duty.

Officially, 3,971 of Utah's citizen-soldiers have been mobilized, though the actual number may vary slightly. With a population of 2,316,256 as of last July, that means 171 per 100,000 residents have been called up — 2 1/4 times the national average.

The National Guard Bureau, headquartered in Washington, D.C., estimates that 80 percent of the state's Guard members are mobilized, said Blackner, spokesman for the Utah National Guard.

The military forces left here are stretched thin. "We do have a plan in place in the event of a state emergency," he said.

Also, possibly not all of the units will be deployed.

"We have asked the Pentagon to reassess one of the units that they have currently on alert here in Utah," he said. The top officer might "release them so we can have these soldiers in the event of floods, forest fires, things like that."

As units deploy, the Guard normally will close its armories that served the soldiers. But this time, the Utah National Guard is attempting to keep the armories open. Officers have stationed recruiters there. They also are hiring government employees to staff the armories as family support contacts, available to help families at home when needed.
