Public Service Commission Chairman Stephen F. Mecham shares a laugh with friends and co-workers as they wish him well during his retirement celebration Friday at commission offices. Mecham has chaired the three-person commission, which regulates state utilities, since 1992. He also served as a member of the commission from March 1989 to August 1991. Mecham announced in January that he planned to leave the commission. Between his stints on the PSC, Mecham also served in state government as the chief of staff to Gov. Norman Bangerter.
