NEW YORK (AP) — A foster mother has been charged with dumping the body of a severely disabled 8-year-old girl whose remains were left in a plastic bag amid garbage sacks lining a sidewalk, police say.

Renee Johnson, a 50-year-old retired nurse, was arrested Wednesday after the girl's remains were found. She was being held on a charge of unlawful disposal of a body.

Authorities said the girl, Stephanie Ramos, was physically and mentally underdeveloped, used a wheelchair and weighed only 28 pounds. She had cerebral palsy, diabetes and other ailments.

It was unclear when and how she died. An autopsy was pending.
