Lately I've read many articles concerning the governmental imposition of water regulations.

Seems to me that we can circumvent regulations of water resources merely by learning to better utilize our water resources, i.e., gray water, the water we use for bathing, washing clothes or dishes; if only we would utilize this water for irrigation purposes, we wouldn't have the water shortages that we have been facing for several years now. It would simply require the rerouting of drain lines to storage tanks that are capable of holding our waste water though the winter season.

The EPA has determined that most culinary wastewater doesn't contain enough detergents to adversely affect the environment.
