The Washington-based Center for Strategic and International Studies, in a recent 102-page report based on months of research and interviews in Iraq, recommended these priorities for the U.S. government:
Give job creation higher priority.
Target U.S. aid money more directly to Iraqis, to small-scale projects and to local governing bodies.
Speed up and improve training and supplying of new Iraqi security forces.
Work harder to get full U.N. involvement in Iraq's January elections.
Do more to upgrade and protect Iraq's court system.
