Flat tax is not answer

On Oct. 14, David Johnson suggested that a flat tax "with no deductions and no write-offs" would equalize tax burdens among all taxpayers. What he and others who propose or defend a flat tax don't seem to understand is that determining one's income in the first place is the source of all of the loopholes and deductions for the income tax.

The same problem will exist to determine one's income for a flat tax. The more wealthy one is, the more diverse his income, the more elusive his sources of income, the more a flat tax would benefit him.
