I agree that public opinion should be considered by the Department of Environmental Quality when evaluating license modifications for Envirocare. In fact, license modifications should have public hearings and public comment periods for those who have concerns to express themselves to the regulators at DEQ.
That is what DEQ does.
Perhaps some of those who have written to your paper just haven't taken the time to participate in that process or maybe they don't want to learn the truth about how the system works. Besides, if DEQ makes a decision about a license modification they don't like, they can always just resort to calling the regulators names and declaring the process to be unfair and unresponsive.
