DALLAS (AP) — A grand jury declined to indict a police officer who used a controversial neck hold to subdue a man who died after officers failed to try to resuscitate him.

Relatives of the victim, Allen Simpson, criticized Friday's decision not to indict Officer Seth Rosenberg on criminal charges. Simpson died Dec. 28 after losing consciousness when Rosenberg restrained him with a "sleeper hold" that restricts blood flow to the brain.

"I don't feel like justice has been done for this police officer to be no-billed," Simpson's mother, Bernadine Thompson, told The Dallas Morning News.

Another officer who assisted in the arrest, Lonnie Howard, also was not indicted.

Dallas police spokesman Sgt. Gil Cerda declined to comment on details of the case but said an internal investigation is pending.
