Ranchers and wildlife officials say an overpopulation of wild horses is harming range conditions and threatening the overall well-being of the horse herds at a time much of the West remains in the grip of a 5-year-old drought. The horses' advocates blame the millions of cattle grazing public rangeland for problems and say the cattle should be rounded up.
