Sandy Mayor Tom Dolan won his post by promising all-out (if hopeless) opposition to the sewage treatment plant planned for Highland Drive. His effusive promises bestirred the good folks along Highland Drive such that they voted for him en masse and eliminated Mayor Smith, who had not seen the need to campaign.
