Water levels in Northern California receded below flood stage following two severe storms that dumped up to 8 inches of rain in some areas. Residents started to clean up the area while officials assess the damage. Gov. Arnold Schwarzenegger declared a state of emergency in several counties on Monday. Initial estimates put the damage in two towns alone at more than $100 million.
