Wild horses graze in a long-term holding facility near Pawhuska, Okla. Federal officials now have more than 7,000 older wild horses eligible for sale in holding facilities, and the Bureau of Land Management and the Public Lands Council appealed Tuesday to ranchers in the West to buy the mustangs.
