Local residents and Unified Fire Authority firefighters stack sandbags in an attempt to divert water flowing across a driveway near1900 East and Sunnyside Avenue in Salt Lake City on Thursday. A clogged culvert pipe was suspected of causing the flooding in a couple of homes. Warmer weather caused an increased flow in Emigration Creek, but the water had not yet breached the river banks, said UFA Capt. Jay Torgersen. "It's just the first of many flooding problems I'm sure we're going to be dealing with," he said.
