Several retired generals recently berated Secretary Rumsfeld for his handling of Iraq. There may be another motive for their criticism. The Bush administration is leading a push to make the military more lean and responsive. Large units are being cut up into smaller pieces that can be assembled to meet various fighting scenarios. The problem is, small units do not need generals, which means that fewer of their brotherhood will be promoted.
