Give surplus to teachers

Did anyone else note the irony that on one page of today's Deseret Morning News, an article talks about state surpluses, while on the opposite page it talks about how poorly Utah schools are funded? Might that surplus be used to help fix the awful salaries paid to Utah teachers? We just moved here from a state that does allow vouchers, and somehow the school systems are surviving just fine, both public and private. Throwing more money at the public schools (i.e. administration) doesn't necessarily make better schools.
