Flags flap in support

Flags placed by Boy Scouts fly in front of the home of Kevin Capito in Draper. Capito won permission to fly the American flag on the exterior of his home, and the Scouts placed flags in front of all 68 townhomes in the complex in celebration of the decision by the property-management company.
