A rally in support of "Henry's Law," a proposal to make animal cruelty a felony in Utah, will be held in the plaza of the State Capitol at 9 a.m. Wednesday, shortly before lawmakers convene in special session to consider the measure.

Members of the Humane Society of Utah and Help Us Help Them said they are organizing the rally to show legislators that there is support for toughening the penalties for abusing animals. The bill failed to pass in the last minutes of the 2007 Legislature.

The proposal is named for the dog that survived being tortured in a hot oven and with a leaf blower. The measure is on the agenda for the session, along with addressing the confusion over school-district splits, and expanding correctional facilities in Garfield County.
