The 165-mph tornado touched down repeatedly between 4:30 and 5 p.m. Monday, when many people were still at work or on their way home. Tornadoes also struck other parts of the state but caused far less damage than the twister that ravaged Suffolk. Gov. Timothy M. Kaine called it “miraculous” that no human lives were lost. In the aftermath, workers combed through rubble while inspectors assessed the damage.
