OGDEN (AP) — A national study of state highway systems ranks Utah's roads 25th for overall performance and cost-effectiveness.
The study by the Los Angeles-based nonprofit Reason Foundation measured the condition of all state-owned roads and highways from 1984 to 2006.
The annual study calculates effectiveness and performance in 12 categories including pavement and bridge conditions, fatalities, congestion and maintenance costs.
Utah scored high marks for its bridge conditions and low number of traffic fatalities. Just 16 percent of Utah bridges are considered deficient and there were only 1.121 fatalities for every 100 million vehicle miles traveled.

Utah ranked among the bottom half of states for traffic congestion, however.
