Bridging the tax gap

There seems to be a vast divide between those who do not want to be levied with tax increases and those who advocate increased taxes for education funding. Allow me to suggest a way to bridge the gap. Let us agree upon a minimal level of taxation. In this way, everyone pays a "base" tax toward the school system. For those who desire increases beyond that "base" budget, there is no limit on the amount of donations they can send. Is it vital to you that Utah spend more on education?
