WOODLAND HILLS — Voters in this hillside community won't get a primary election after all.

Bob Fisher has withdrawn as a mayoral candidate, leaving Steve Lauritzen and Milan Malkovich to run against each other, city recorder Jody Stones said.

Mayor Toby Harding is stepping down after serving two terms as mayor and one term on the City Council.

"Change is good," he said.

Byron Adams, Wendy Pray and Hilarie Orman are on the ballot for two four-year council seats.
