President or dictator?

I just got back from Europe. While reading the International Herald in Salzburg, Austria, I read where President Barack Obama was quoted as saying, "The Americans should lower their voices on health care!"

Excuse me?

I thought presidents were supposed to listen to the voices of the people and act accordingly.

Did we elect a representative of the people or a dictator?
