SALT LAKE CITY — The grim specter of flowerless city parks and empty downtown planters, looming as just one of the budget cuts precipitated by an $18.8 million revenue deficit for the coming year, was mostly avoided in action by the City Council late Tuesday night.

The council restored about $250,000 in funding that will ensure the maintenance and watering of flowers this year, though much of next year's plantings may be purchased commercially rather than grown in city-owned greenhouses.

All budget decisions must be finalized by the council by the end of June.
