With all due respect to Richard Burt ("Tax cuts are expensive," Readers' Forum, Aug. 6), President George W. Bush's tax cuts did not create deficits. Budget revenues can be sufficient or insufficient at whatever level spending is set at. The creation of deficits is primarily the product of spending. Anyone who argues that increasing revenues is the way to cut deficits assumes an infinite capability to carry the tax burden of whatever elected officials decide to spend. The most common name for such practices is "tax and spend." President Barack Obama and the Congress should not be on the search for revenue but the common sense to spend at a level equal to the diminished revenue they collect. Every government in Utah is required to live by that, why not Washington, D.C.?
