TRENTON, N.J. — New Jersey's Department of Children and Families says it is reviewing its history with the family of a toddler found dead last week in a creek, still strapped into her car seat.
Commissioner Allison Blake says in a statement that the state had contact with the parents of 2-year-old Tierra Morgan-Glover four times between October 2010 and three weeks ago.
The latest call came from the girl's father, Arthur Morgan III, on Nov. 9. He told them he didn't know where the child was. The state says the claim unfounded.
Morgan was arrested Tuesday in San Diego and charged with the girl's murder.
Other calls dealt with domestic violence between the girl's parents, conditions in the home where the girl and her mother were living and violence between the girl's mother and her brother.
