President Obama's announcement on an immediate halt to deportations of young people brought to the U.S. by their parents before they were 16 may or may not be a step in the right direction. The requirements for eligibility sound reasonable, but they should include one more requirement.

In addition, those young people should not be on any sort of public assistance: no food stamps, no welfare, no housing supplements, etc. Nor should they be eligible for scholarships funded by taxes. Since their parents have been here illegally, it is unlikely they have paid the taxes that citizens have paid. I'm all for finding a way to keep law abiding, bright, hard-working young adults who are doing the adult thing … supporting themselves.
